At the University of Central Florida (UCF), we are committed to fostering a safe, healthy, and productive environment for all members of our community. In alignment with federal and state laws, UCF Policy 2-701 Drug-Free Schools and Workplace Policy outlines our shared responsibility to maintain a campus free from the unlawful use of drugs and alcohol.
Who This Policy Applies To
This policy applies to all members of the university community—students, faculty, staff, volunteers, vendors, contractors, and visitors—while on university property or attending university-sponsored events.
Key Policy Highlights
Alcohol and Drug Use
- Alcohol: Possession or consumption by individuals under 21 is prohibited. Alcohol may only be served in designated areas or at approved events, and licensed vendors must follow responsible service practices.
- Illicit Drugs: The possession, use, manufacture, or distribution of illegal drugs or drug paraphernalia is strictly prohibited.
- Medical Marijuana: Despite Florida’s medical marijuana law, UCF maintains a drug-free workplace. Employees must report to work fit for duty, and marijuana use is not permitted on campus.
Health Risks
Substance abuse, either through drugs or alcohol, can lead to serious health issues including addiction, organ damage, mental health disorders, and impaired judgment. UCF provides resources to educate the community on these risks, including links to national health organizations. Support and Resources
A variety of counseling services and treatment centers are available throughout UCF and the State of Florida for anyone experiencing problems related to substance abuse.
If you are aware of a student who may need support in relation to substance abuse, the university has the following resources available to assist them:
- Wellness and Health Promotion Services: Offers prevention and intervention programs.
- Student Health Center: Provides addiction recovery support.
- Recreation and Wellness Center: Hosts substance-free activities.
- UCF Cares: Offers holistic student support.
UCF employees also have the following university provided resources available as support:
- Employee Assistance Program (EAP): Confidential support for faculty, staff, and eligible family members.
- Employee Relations: Available for guidance and referrals.
Enforcement and Sanctions
Violations of the university’s Drug-Free Schools and Workplace Policy may result in disciplinary actions including:
- Employees are subject to reprimands, suspension, termination, or mandatory rehabilitation. Employees must also report any drug or alcohol-related arrest or conviction to the university within 48 hours.
- Volunteers, contractors, and visitors may face removal, termination of agreements, or trespass orders.
- Education programs, probation, suspension, or expulsion for students. Parents of dependent students under 21 may also be notified of violations.
Annual Notification and Biennial Review
UCF is required by federal law to distribute an annual notification to all students and employees detailing the health risks, legal sanctions, and available support services associated with substance abuse. Employees receive this notice as part of the annual Code of Conduct Refresher training course, and the notice is distributed to students prior to the registration of classes each year.
Federal law also requires that the university conduct a biennial review of its alcohol and drug prevention program. This review, every two years, evaluates the effectiveness of the university’s alcohol and drug prevention program, the consistent enforcement of sanctions, and UCF’s compliance with the Drug-free Schools and Campuses Act. As part of the review, strengths and opportunities for improvement are identified to help reinforce the program purpose and effectiveness.
